Businessman ask the government to revise the rules of imposition of impo

Business actor requested the government to revise Regulation of Minister of Finance number 229 year 2017 regarding Procedures for Imposition of Import Duty Tariff on Imported Goods Based on International Agreement or Agreement. This rule is considered to cause losses of up to tens of billions for entrepreneurs.

 

The problem faced today is the time given. The regulation stipulates the deadline for the submission of SKA (Certificate of Origin) for goods entering the red or yellow line shall only be given one day or until 12.00 WIB the following day since the importation of the goods (PIB) get the path determination.

 

Secretary General of the Indonesian Logistics and Forwarders Association (ALFI), Akbar Djohan, said the deadline is too short for goods going through the red line and must be physically inspected by customs officials. Meanwhile, if the deadline is passed, the SKA is deemed no longer valid.

 

"In fact, SKA is valid for one year based on international trade agreement because the implementation of SKA is too short, importers are subject to notes and pay very high import duty to billions of rupiah," he said.

 

Not only the industry logistics and forwarders are complaining, the Association of Indonesia's Shoes Association hopes the government can provide solutions related to obstacles encountered in the application of these rules.

 

Vice Chairman of the Indonesian Footwear Association (Aprisindo), Budiarto Tjandra, said the government needs to hold a dialogue with related parties in order to take advantage of the international-based preference tariff. According to him, the small and medium scale industries are most affected if they can not get the preferential tariff.

 

"Aprisindo supports the application of the beleid to prevent false certificates of origin (SKA), but technical barriers that occur in the field must be resolved soon.In the domestic footwear industry still imports raw materials of leather and textiles, mainly from China. for domestic footwear industry ranges 60 percent, "he explained.

Pelaku usaha meminta pemerintah merevisi Peraturan Menteri Keuangan nomor 229 tahun 2017 mengenai Tata Cara Pengenaan Tarif Bea Masuk Atas Barang Impor Berdasarkan Perjanjian atau Kesepakatan Internasional. Aturan ini dinilai menimbulkan kerugian hingga puluhan miliar bagi pengusaha.

 

Masalah yang dihadapi saat ini adalah waktu yang diberikan. Peraturan tersebut mengatur batas waktu penyerahan SKA (Surat Keterangan Asal) untuk barang yang masuk jalur merah atau kuning hanya diberikan satu hari atau sampai pukul 12.00 WIB hari berikutnya sejak pemberitahuan impor barang (PIB) mendapatkan penetapan jalur.

 

Sekretaris Jenderal Asosiasi Logistik dan Forwarder Indonesia (ALFI), Akbar Djohan, mengatakan batas waktu tersebut terlalu singkat untuk barang yang melalui jalur merah dan harus diperiksa fisik oleh petugas pabean. Sementara itu apabila melewati batas waktu tersebut, maka SKA dianggap tidak berlaku lagi.

 

"Padahal, SKA berlaku satu tahun berdasarkan kesepakatan perdagangan internasional. Akibat penerapan SKA yang terlalu singkat, importir dikenakan notul dan membayar bea masuk yang sangat tinggi hingga miliaran Rupiah," ujarnya.

 

Tidak hanya industry logistic dan forwarder yang mengeluh, Asosiasi Persepatuan Indonesia berharap pemerintah dapat memberikan solusi terkait kendala yang dihadapi dalam penerapan aturan tersebut.

 

Wakil Ketua Umum Asosiasi Persepatuan Indonesia (Aprisindo), Budiarto Tjandra, mengatakan pemerintah perlu mengadakan dialog dengan para pihak terkait supaya bisa memanfaatkan tarif preferensi yang berdasarkan aturan internasional. Menurutnya, industri skala kecil dan menengah yang paling merasakan dampak jika tidak bisa mendapatkan tarif preferensi.

 

"Aprisindo mendukung penerapan beleid tersebut untuk mencegah surat keterangan asal (SKA) palsu. Namun, hambatan teknis yang terjadi di lapangan harus segera diselesaikan. Industri alas kaki dalam negeri masih mengimpor bahan baku berupa kulit dan tekstil, terutama dari Tiongkok. Kontribusi bahan baku impor untuk industri alas kaki domestik berkisar 60 persen," jelasnya.
